Dubai-based Emirates is now allowing passengers on its A380 planes to use their cell phones to make calls during flights.

There?s been a lot of talk lately about airlines finally giving the green light to passengers wishing to talk on their cell phones up in the air, though whether the majority of flyers are actually in favor of such a move isn?t certain. Being stuck beside someone on a long-haul flight jabbering away into the mouthpiece of their cell phone ? as well into your ear ? might, after all, be enough to make you want to go for a wing walk to escape the noise.

How passengers really feel, though, may be immaterial as it seems inevitable that a future of planes filled with cell phone owners bellowing into their handsets ?I?m on the plane? is just around the corner.

Dubai-based carrier Emirates is leading the charge, allowing passengers on its double-decker A380 jets to use their phones to make calls from this week. The first call was reportedly made 11,500 meters (38,000 feet) up, to a location in China. The nature of the call isn?t known, though if it?s anything like the ones you hear on trains and buses, it won?t have been anything too important.

As an AllThingsD report on the development points out, Emirates is no slacker when it comes to offering passengers options regarding in-flight tech services. In the 1990s, on-board phones and fax machines were installed in its Airbus aircraft, while email and text messaging via in-seat facilities has been offered since 2006.

?Pushing the boundaries?

In a statement about Emirates? new service, the airline?s vice president, Patrick Brannelly, said, ?Beginning in 1993 with first passenger satellite phone service to last year with our A380 Wi-Fi system, Emirates has always taken the approach that providing the latest in in-flight service and connectivity is a key part of our passengers? journey?

He added, ?Emirates continues to invest in the most innovative technology possible and promises to keep pushing the boundaries of in-flight innovation for the benefit of our passengers.?

Flyers in the US, or those traveling to and from the country, may or may not be pleased to know that a long-standing safety-related ban on the use of cell phones in aircraft imposed by the Federal Communications Commission (FCC) means the service will be blocked when the plane is flying over the US or within 250 miles of the country.

It was reported in August that the Federal Aviation Administration (FAA) is planning to take another look at the restrictions placed on the use of personal electronic devices (PEDs) on planes in the US, though cell phones will not be included in the review.

MIAMI (AP) ? The winner of a roach-eating contest in South Florida died shortly after downing dozens of the live bugs as well as worms, authorities said Monday.

About 30 contestants ate the insects during Friday night's contest at Ben Siegel Reptile Store in Deerfield Beach about 40 miles north of Miami. The grand prize was a python.

Edward Archbold, 32, of West Palm Beach became ill shortly after the contest ended and collapsed in front of the store, according to a Broward Sheriff's Office statement released Monday. He was taken to the hospital where he was pronounced dead. Authorities were waiting for results of an autopsy to determine a cause of death.

The medical examiner's office said Tuesday it has sent samples of Archbold's remains for testing, but results are not expected for another week or two.

"Unless the roaches were contaminated with some bacteria or other pathogens, I don't think that cockroaches would be unsafe to eat," said Michael Adams, professor of entomology at the University of California at Riverside, who added that he has never heard of someone dying after consuming roaches. "Some people do have allergies to roaches," he said, "but there are no toxins in roaches or related insects."

None of the other contestants became ill, the sheriff's office said.

There was no updated phone number listed for Archbold in West Palm Beach.

"We feel terribly awful," said store owner Ben Siegel, who added that Archbold did not appear to be sick before the contest. "He looked like he just wanted to show off and was very nice," Siegel said, adding that Archbold was "the life of the party."

Siegel said Archbold was selling the exotic prize to a friend who took him to the contest.

The grand prize has been put aside in Archbold's name and will be given to his estate, Siegel told the AP.

A statement from Siegel's attorney said all the participants signed waivers "accepting responsibility for their participation in this unique and unorthodox contest."

The bugs consumed were from an inventory of insects "that are safely and domestically raised in a controlled environment as food for reptiles."

Lebanon MPs commend president?s statements on weapons

March 14 MP Boutros Harb on Sunday saluted President Michel Suleiman for his recent statements on non-state weapons.

?Suleiman?s stance [reflects] the [situation] in Lebanon and the aspirations of the Lebanese people,? Harb told LBC television.

Harb also said that the president?s stances preserve the country?s sovereignty.

On Sunday, the National News Agency quoted Suleiman as saying that work was underway to eventually make the army ?the sole possessor of weapons to defend Lebanon against any threat.??

Last week, Suleiman also said that the arms of the Iranian- and Syrian-backed Hezbollah should not be confused with the arms of resistance, and that the latter fall within a national defense strategy, while arms used domestically by any party must be confiscated.

Meanwhile, Public Works and Transportation Minister Ghazi Aridi, who represents the Progressive Socialist Party in the cabinet, said that Suleiman?s statements were ?patriotic and balanced.?

?The president [has taken] clear stances, but maybe [those who reject his stances] are [still] used to the [performances] of other [presidents],? Aridi told LBC.

Aridi added that ?what matters is that we move forward to a serious discussion on the issue of weapons during the [upcoming] national dialogue sessions.?

When it comes to selling and leasing commercial property today, the real estate agent has to be up to speed when it comes to all the necessary tools and technologies. Yes you can still be the greatest salesperson on the block or in your local area, but you do need to know how to handle issues of technology and communication. Failure to address this issue will see you consistently falling behind in listing opportunity and future commissions.

Today we see many circumstances where the sales pitch or presentation by the agent is seriously lacking from the point of view relating to technology. Make sure that your computer and mobile phone package uses the best online data support for communication in your area.

    1. Laptop communication and presentations are common in the industry. Anytime and anywhere you should be able to use the laptop to show the client or prospect key elements relating to the sale, lease, or marketing of their property.

    1. Software packages that support commercial real estate are easily and economically available for the professional agent. Familiarity with the database entry and enquiry from the database is critical to your function as a real estate agent.

    1. The merging process between the database and the current property listings will allow you to send e-mail marketing information on a regular basis. Diligence is required to generate appropriate targeted e-mail marketing updates to qualified prospects in your database.

Finally, positive news on the jobs front. At least things are headed the right way.

And the 7.8 percent September unemployment rate, down from 8.1 percent in August, was clearly welcome to President Barack Obama. It could help him regain footing after a shaky first debate.

There's still far to go. But in politics, direction and momentum can count for plenty. That was so for both Presidents Franklin D. Roosevelt and Ronald Reagan.

Roosevelt was re-elected when the jobless rate was a sky-high 15 percent. But it was deep in the Great Depression, and the rate was on its way down from near 25 percent.

For Reagan, unemployment peaked at 10.8 percent in November and December 1982. His party suffered heavy midterm losses in Congress. But by Election Day 1984, the rate had dropped to 7.2 percent, and Reagan swamped Democrat Walter Mondale to win a second term.

The current jobless rate, announced Friday, is back to where it was when Obama took office after remaining above 8 percent for 43 straight months and peaking at 10 percent in October 2010.

Roughly half the jobs lost in the worst recession since the Great Depression have now come back.

Obama hailed the new government numbers, telling supporters at a rally in Fairfax, Va., "This country has come too far to turn back now." He warned Republicans not to "talk down the economy to score a political point."

Not surprisingly, Republicans had a different view.

"This is not what a real recovery looks like," argued Romney as he campaigned in western Virginia coal country.

One more jobs report comes out before the Nov. 6 election.

Later Friday, Romney was heading to St. Petersburg, Fla., and Obama to Ohio and then to California for a series of fundraisers.

Romney to give foreign policy speech, looking to turn back criticism

LEXINGTON, Va. - Mitt Romney plans to deliver a foreign policy speech today in which he will try to reverse some of his perceived missteps, most notably his highly criticized response to the terrorist attack in Libya, as the Republican GOP candidate looks to bolster his foreign affair credentials in the weeks remaining before the election.

The Romney campaign will use the remarks to strengthen their criticism of the Obama administration's response to last month's terrorist attacks in Libya, hoping to capitalize on what they believe to be a mishandling by the administration to accurately pinpoint the reason for the attacks or to have prevented them in the first place.

"The attacks on America last month should not be seen as random acts," Romney will say, according to excerpts released by the campaign. "They are expressions of a larger struggle that is playing out across the broader Middle East - a region that is now in the midst of the most profound upheaval in a century. And the fault lines of this struggle can be seen clearly in Benghazi itself.

"The attack on our Consulate in Benghazi on Sept. 11, 2012, was likely the work of the same forces that attacked our homeland on Sept. 11, 2001," Romney is expected to say. "This latest assault cannot be blamed on a reprehensible video insulting Islam, despite the Administration's attempts to convince us of that for so long.

"No, as the Administration has finally conceded, these attacks were the deliberate work of terrorists who use violence to impose their dark ideology on others, especially women and girls; who are fighting to control much of the Middle East today; and who seek to wage perpetual war on the West," Romney will say, according to the prepared remarks.

It was nine days after the attack on the U.S. consulate in Benghazi, one that killed four Americans, including U.S. Ambassador Chris Stevens, when White House Press Secretary Jay Carney confirmed that the White House believed the attack to be an act of terrorism. The White House had initially suggested that the attack broke out after an anti-Islam film went viral, sparking a round of global protests.

The evening the attack was reported, Romney drew criticism after he accused the Obama administration of "sympathizing" with the attackers before all the details of the attacks were known. It was not yet confirmed at the time that Stevens had been killed. Romney, as well as his running mate Rep. Paul Ryan, began receiving customary intelligence briefings organized by the Obama administration shortly thereafter, and Romney has so far been briefed twice.

Romney advisers say that today will be a chance for Romney to "fill in more details" with respect to his own plan, in Libya and beyond. The speech, to be delivered at the Virginia Military Institute, comes just a week before the next presidential debate, which will focus partially on foreign affairs, and two weeks before the final debate, which will focus entirely on the subject.

"We've seen the fruits of four years of President Obama's foreign policy and I think, particularly in light of recent events, Americans have questions about it and want to see what Governor Romney would offer," Romney's foreign and legal policy adviser Alex Wong said in a briefing call with reporters over the weekend. "So it's a moment for Governor Romney to speak about that, to offer that bold choice and to show really that American security and the cause of freedom can't afford four more years like the last four years."

In addition to the attack on Libya, Romney is expected to address the situation in the Middle East on a whole, saying that it is time to "change course" in the region.

"I know the President hopes for a safer, freer, and a more prosperous Middle East allied with the United States," Romney will say. "I share this hope. But hope is not a strategy. We cannot support our friends and defeat our enemies in the Middle East when our words are not backed up by deeds, when our defense spending is being arbitrarily and deeply cut, when we have no trade agenda to speak of, and the perception of our strategy is not one of partnership, but of passivity."

The excerpts indicate that Romney will also touch on furthering the sanctions placed on Iran to prevent the country from acquiring nuclear weapons, and will support sending more aid to Syria to support the uprising against President Assad. Romney will renew his call for U.S. troop withdrawal in Afghanistan to be completed by the end of 2014.

And while Romney cast doubt on the ability to establish a two-state solution between Palestine and Israel in a surreptitiously filmed video shot at a fundraiser earlier this year, in which he called such a scenario "unthinkable," Romney will say here today that he will "recommit America to the goal of a democratic, prosperous Palestinian state living side by side in peace and security with the Jewish state of Israel."

Romney had remained hopeful in the fundraising video, saying later in the clip that he believed American strength would help Palestine "someday reach a point where they want peace."

In a statement preempting the candidate's speech, Obama campaign spokeswoman Lis Smith said all Romney has offered thus far on foreign policy is "bluster and platitudes."

"If Mitt Romney wants to have a debate about foreign policy, we have a message for him: bring it on," Smith said in a statement, going on to accuse him of "erratically" shifting positions on "every major foreign policy."

And in a scathing comment aboard Air Force One on Sunday, Obama's traveling press secretary Jen Psaki doubted Romney's foreign policy competency all together.

"We're not going to be lectured by someone who has been an unmitigated disaster on foreign policy every time he's dipped his toe in the foreign policy waters," she said. "Just as a refresher, this is the same guy who, when he went overseas on his trip, the only person who has offended Europe more is probably Chevy Chase. And that was a trip that was built up."

Consider Campus Crime When Evaluating Colleges

To a high school senior, certain factors may be more important than others when choosing a university. Extended meal plans, Greek life, male-to-female ratio...college crime? Unfortunately, college crime rates are usually overlooked in the selection process, but they're still an important factor when choosing a home for the next four years.

What makes this even more difficult is the fact that college crime statistics can be confusing, inaccurate, and often misinterpreted. This may leave students (or even more so, their parents) with misconceptions about a university's reputation--or, worse, a false sense of security.

The Clery Act

In 1982, the Clery Act was passed after the tragedy of 19-year-old Jeanne Clery's death struck Lehigh University. This statute requires all colleges and universities that participate in financial aid programs disclose information about crime on or near campus. The crimes reported include:

--Murder

--Negligent manslaughter

--Forcible/non-forcible sexual assault

--Robbery

--Aggravated assault

--Burglary

--Arson

--Vehicle theft

--Other charges for arrest, including drug/alcohol/illegal weapons possession

The statute also requires that institutions make note if any crimes or incidents resulting in bodily injury were "hate crimes."

Though this data may seem like an accurate depiction of a university's crime activity, the information is incredibly confusing. For example, the Department of Education lists public property as land that is not technically owned by the university but is within or adjacent to the campus. So, if a crime were to happen in a privately owned parking lot on campus or a city-owned road running through the middle of campus, the crime would be considered "off-campus."

In addition, crimes in the residence halls are double counted as on-campus crimes. This means if there were five incidents in the residence halls and five incidents on campus, the Department of Education would report five in residence halls and 10 on campus. On top of that, the numbers can't account for underreporting on certain crimes, like vandalism or pickpocketing, not motivated by bias. It's difficult to get an accurate depiction of a campus' college crime profile when it's such a chore just looking at the numbers.

A Skewed Sense of Security

Unfortunately, we can't believe everything we read on the Internet. If one were to look up college crime statistics on the Web, one look at the Department of Education's numbers would send them running. Sadly, many of the other available resources may be easier to digest, but they're usually skewed and manipulated to distort college reputations for dramatic effect.

For example, The Daily Beast does an annual tally and "analysis" of college crime to produce Top 25 lists of universities consisting of the most crime-rattled, the safest, and a number of other superlatives that are not only unnecessary, but also inaccurate.

The Daily Beast takes the Department of Education's crime statistics and applies a weighted ranking system based on the severity of a crime. Burglary is at the low end of the scale while murder is ranked highest at 20 times worse than burglary. Though one crime may be more severe than the other, The Daily Beast somewhat invalidates its system by not including accounts of sexual assault whatsoever. Out of 500 universities, all four-year, public/private universities with 6,000 or more students, The Daily Beast puts together a list of the 25 top universities in particular categories. Though the results are jarring, they're based on a subjective decision that robbery is six times as bad as burglary and that sexual assaults shouldn't factor into a safety ranking.

Objective Numbers, Objective Study

Many sources, like The Daily Beast, complicate the process by doing the thinking for you. In reality, the numbers speak for themselves. NerdWallet conducted a study of the same Department of Education statistics, but instead of weighing and manipulating the information to rank schools, it simplified the statistics.

NerdWallet's methodology refined the reported data by considering only four-year universities in the 50 states and Washington D.C. with 1,000 or more students; ensuring that for a given school, every crime took place on campus; and used the 2010 student enrollment statistics to calculate per-capita crime.

The study also separated residence hall and on-campus crimes into two figures, and considered crimes on private or city-owned property on or adjacent to the campus as on-campus crimes. After analyzing the data, NerdWallet found that a majority of the universities that appeared on "The Daily Beast's Top 25 Most Crime-Rattled Colleges" don't even make the top 50. A single murder shot universities up the ranks whether or not it was a one-off incident. Since The Daily Beast didn't take outliers into account, an uncharacteristic crime guaranteed a university a top spot on the dangerous college list.

Imparting Knowledge, Not Fear

NerdWallet's ultimate goal is transparency--something that should be standard when it comes to objective government data. The best way to paint an accurate picture of a college's crime rate is to find the happy medium between outrageous, inaccurate ranking systems and convoluted raw data. The goal is to replace overall misunderstanding and fear with solid figures that will help parents and students make an informed decision for themselves.

Much is said of the gaffes, zingers and awkward gestures that have lurked in presidential debates. But only a handful of significant missteps have occurred in over half a century of television-era debates.

And few, if any, have been decisive game changers.

The stakes are clearly high as President Barack Obama and Republican challenger Mitt Romney square off in Denver in the first of three showdowns.

But unlike election results or prize fights, there are seldom knock-out punches or clear-cut winners in debates. Sometimes it takes days for a consensus to emerge ? if ever.

Richard Nixon's haggard appearance vs. John F. Kennedy's vigor is widely cited as contributing to a Kennedy victory in the first 1960 debate. But polls showed that was true mostly for those who watched it on TV, while those listening to the radio generally picked Nixon as victor. And Nixon did better in three later debates.

Few gaffes are as striking as President Gerald Ford's 1976 erroneous claim that Eastern Europe was not under Soviet domination. But Ford had held his own in an earlier debate, and many other factors contributed to his defeat by Jimmy Carter.

Michael Dukakis in 1988 and John Kerry in 2004 were generally deemed superior technical debaters ? but both lost to a George Bush.

Obama was generally judged to have bested John McCain in the three 2008 debates and hopes to do so again over Romney.

But four years ago Obama could use the weak economy to his advantage. Now he can't.

Both camps usually seek to lower expectations while praising the debating skills of their opponent ? just as the Obama and Romney teams are doing now. And, if they stick to that tradition, they'll also both claim victory ? no matter what transpires ? when it's over.

Malloy Confirms Charter Communications Relocating To Stamford ...

HARTFORD, Conn. (AP) _ Gov. Dannel P. Malloy?s office is confirming Charter Communications Inc. is relocating its corporate headquarters from St. Louis to Stamford.

Details of the deal between Charter and the state of Connecticut will be unveiled at a news conference planned Tuesday in Stamford. Malloy?s office said project is expected to create 200 jobs.

The project is part of the governor?s ?First Five? initiative, which offers incentives to companies looking to expand in the state or move here.

Charter is the fourth-largest cable operator in the U.S. According to the company?s website, Charter provides video, high-speed Internet and telephone services to approximately 5.2 million residential and business customers in 25 states.

The Stamford Advocate reports Charter will join UBS Financial Services and Harmon International in a 15-story high-rise at on Atlantic Street.

Skyrim Dawnguard DLC Release Date Remains Unknown

Dawnguard, the debut piece of downloadable content for Action-Roleplayer Skyrim, is still no closer to reaching the PS3, according to yet another Tweet by Pete Hines, Bethesda?s Vice President of PR and Marketing.

Hines has repeatedly taken to Twitter over the past week to field fans? questions regarding the contents release as the frustration of angry PS3 fans threatens to come to the boil.

Dawnguard has been available on the Xbox 360 for over four months now, and in the latest Tweet by Hines, (below), PS3 fans may have to wait a while longer yet for a release date.

The most worrying part of this Tweet is ?no guess at a date.? Hines has in the past denied that the content has been flat out cancelled on the console, so perhaps the best phrase to use right now is that the content?s release has been ?indefinitely suspended? with Bethesda still apparently clueless as to a release date.

The developer has apparently been battling with a ?performance related issue? with the content on the PS3, and ?aren?t happy? to release until this issue has been overcome.

Now that we?re in October, and with Christmas just a couple of months away, it is looking less and less likely that PS3 fans will see Dawnguard this year.

Historic ships dear to vets but costly for museums

MOUNT PLEASANT, South Carolina - The Patriots Point Naval and Maritime Museum, a popular tourist spot in South Carolina's Charleston Harbor, is facing the same challenge as other U.S. Navy ship museums: keeping retired, once-storied warships afloat.

Its World War Two destroyer, the USS Laffey, just had a nearly $13 million restoration. The almost 70-year-old World War Two aircraft carrier, the USS Yorktown, will need eventual repairs at a cost of tens of millions of dollars.

The USS Clamagore, a 1945 submarine at a dock nearby, could roll over in the next hurricane without extensive work to shore up its hull. While a veterans' group tries to raise enough money to save the sub, museum officials are making plans to have it towed to sea and turned into an artificial reef.

"Every ship cannot be kept as a floating museum," said Robert "Mac" Burdette, executive director at Patriots Point, which as the country's oldest aircraft carrier museum draws 230,000 visitors a year. "I wish they could. The money's not there in the world anymore."

The nation's 48 Navy ship museums are trying to balance preserving history and sentiment with the expense of maintaining huge, aging warships, a delicate act complicated by the fact that most do not get funding from the U.S. Navy or other government entities.

The ships need maintenance that was once done daily by hundreds of sailors, and a few need significant restoration to stay afloat. With the country strapped by budget woes, those ships may have to be sunk if money cannot be found.

At Independence Seaport Museum in Philadelphia, the 1892 USS Olympia, a relic of the Spanish-American War and the world's oldest steel-hulled ship still floating, needs up to $20 million worth of work, said museum marketing director Hope Corse.

The museum does not have the money and cannot raise it, so it is looking to transfer the Olympia to one of two interested groups out of state, she said.

That solution is not ideal. The ship has not been hauled out of the water since 1945, and towing it would be expensive and risky, said Jesse Lebovics, museum historic ships manager.

Other museums have funded costly repairs through loans from state governments or a combination of ticket sales, donations, grants and events. The Navy does not help finance the ships it began donating to museums in 1948, museum officials said.

"They have to fund the fighting ships, the ones that are still there," Burdette said.

In June, the USS Texas, a 100-year-old World War One battleship near Houston, sprang a leak. "And it led to many more leaks," said Andy Smith, ship manager for the Texas Parks and Wildlife Department, which operates the ship museum. "We took on a lot of water."

Repair and environmental cleanup cost $2 million, Smith said. With funds that include a $25 million state bond, the ship will now get major repairs, he said.

South Carolina's Patriots Point is a state agency but receives no taxpayer dollars toward its $9.5 million annual budget, Burdette said. The museum was able to restore the Laffey over the course of three years with help from a $9.2 million loan from the state.

"It's beautiful," said 92-year-old Wilbert Gauding of Ravenna, Ohio, during a recent visit to the ship.

An original crew member, Gauding said he was a machinist's mate second class aboard the Laffey on D-Day, June 6, 1944. "We escorted the boats across the (English) Channel," he said. "We did a lot of shelling of the pillboxes on the beach over there."

"If you don't bring this home to the next generation, they'll forget what his generation did for us - the sacrifice they made for our freedom," said Gauding's daughter, Pat Goodhart, 63.

On the nearby Yorktown, rust streaks the hull and bulkheads. Belowdecks where the public is not allowed, painted green Xs mark corroded deck metal that might not bear a person's weight. Most of the flight deck and a number of steel hull plates on the 888-foot (270-metre) carrier will eventually need to be replaced.

To those who might suggest sinking the old warships rather than paying for the repairs, Burdette answers that doing so with the Yorktown could cost as much as $60 million. "We have married her for better or worse for a lifetime," he said.

Having opted to focus on raising money for its centerpiece exhibit, Patriots Point hopes to find a buyer who would pay to sink the Cold War-era Clamagore within the next few years in order to create an artificial reef and relieve the museum of that cost burden.

The decision upset hundreds of Clamagore veterans, who have responded by raising about $30,000 toward the $3 million needed to save the submarine.

They are not optimistic about the likely success of their efforts.

"I don't think we're going to be able to come up with the bucks," said veteran George Bass, 86, of Salisbury, North Carolina, who served for nine years on the Clamagore. "It means everything to us. It would be just like losing a member of your family."

Microsoft set to get back in the news business with relaunched MSN

Microsoft isn't exactly a stranger to the news business. It founded Slate Magazine way back in 1996 as part of its then still-nascent MSN website, and it partnered with NBC that same year on the MSNBC cable news network. While it's since sold off both Slate and its stake in MSNBC, it looks like the company is now taking another big swing at producing its own news operation. As Reuters reports, Microsoft is making "big, multi-million dollar investment" to create what is being described as a "decent-sized media operation," one that will be a part of the new-look MSN that the company has also announced today. Details remain light beyond that, but Reuters says the new MSN will still "chiefly aggregate news" from traditional sources like Reuters and the AP in addition to producing its own content. As for that new MSN itself, it's unsurprisingly built with tablets (and Windows 8, specifically) in mind, with a design that's tailored for full-screen use and touch input. Its launch wil coincide with Windows 8's debut on October 26th, but you can get an early look at the link below and in the video after the break.

How does perception management Work? In the 1970s the Pepsi Generation still knew that Coca Cola was "The Real Thing", and that "Canada Dry Ginger Ale Tastes Like Love". This was more than advertising or marketing. Companies of such size advertise less to generate sales than to maintain market position, and a great part of that is advertising strictly for perception management.

Perception management becomes particularly important in crisis situations. Public perception has been important in industries recovering from product tampering related deaths in the 1980s, or the e. coli outbreaks at Jack in the Box restaurants of the 1990s. Resort industries deal with them all the time when someone drowns in a pool or dies on a ski slope.

People rarely act on raw facts alone, but on how they interpret those facts and understand their personal implications. The same applies to information processed through any human senses. Perception management in its finest application does not mean falsifying or concealing facts, but arranging their presentation so that subjects prioritize and interpret them as intended -- and ideally to shape their understanding of what others say as well. This can include choosing specific words over others, or creating an environment that makes target markets more amenable to your message.

Governments and businesses have long practiced perception management intuitively. For example, Abraham Lincoln's issuing the Emancipation Proclamation on the heels of Union victory at Antietam had less to do with actually ending slavery than with keeping England -- which had already outlawed slavery -- from getting involved in America's civil war. However, perception management was not a defined practice then.

That began in the 1950s with the military. The military intentionally lies -- or provides misinformation -- in its perception management strategies. As businesses picked up the military pattern for managing perceptions, that element remained intact at first. Spokespeople for the tobacco industry, as a major example, made it a point to smoke during filmed interviews. In these they specifically denied any evidence that smoking causes Cancer. We know now that the industry intentionally suppressed study results to the contrary.

Under even normal circumstances firms need to know what Philip Kotler calls the four dominant psychological factors that direct consumer behavior: motivation, perception, learning, and beliefs and attitudes. Joel Garfinkle describes applying these in a four step process. First, you need to define how you think you are perceived. Second, find out through surveys and feedback how the public actually perceives your organization. Then you determine how you want to be perceived, finally determining how to change your perception.

If perception management is not already a part of your organization's risk management strategy, you start at a disadvantage. The difference between emergency perception management and routine application is preparedness. When a plane crashes or a chemical plant explodes there is not time to conduct surveys, to assess the gap between your desired perception and the public's actual perception. All the data you gain in day-to-day marketing assessment needs incorporation in risk management plans.

Contemprary risk management strategies regarding managing perception must now begin with avoiding disinformation. Consequences for getting caught lying now no longer outweigh the risk of trying it, and thanks to the Internet, the liklihood of getting caught has increased.Instead organizations now apply more subtle techniques that really put the art and science into managing perception. Consider the advertising practice of showing young children alone encouraging each other to use new products, like Life cereal's landmark, "He likes it! Hey, Mikey!" As long ago as 1981 a University of Georgia study established that young children respond well to peer influence on trying new products, and that ads showing child peers influencing each other in TV commercials have a similar effect as if real peers were involved (Stoneman & Brody).

There have also been some very misunderstood approaches, such as the fad of subliminal messages. This was long misunderstood as including a message below the threshold of perception in some form of programming, with the idea it would influence action. In fact in 1993 Timothy Moore established that "subliminal" messages in that sense do nothing, but messages registering at the threshold of perception can influence behavior of those predisposed to it.

Since then the most effective applications of the idea have been in two realms. Those are semantic infiltration and product placement. The latter was practiced effectively for a long time before such studies. According to The Diamond Empire, a 1994 documentary on PBS's Frontline, nearly a century ago DeBeers planned to make diamonds a "cultural imperative" in U.S. markets. They did it by making sure scenes of diamonds being given for engagement rings got placed in movies, and that celebrities wore huge diamond necklaces in public appearances.

Semantic infiltration is most obvious in the use of the terms "Pro-Life" and "Pro-Choice" in the abortion debate. Its basic concept is that when one side in an argument can get the other side to use its own terms, then it has already begun altering the way opponents think. The "Pro-Choice" term emerged as abortion advocates, understanding that negative moods can create negative associations, chose to so define themselves to avoid a "Pro-Abortion" label. Abortion opponents, seeing the negative association with the word "abortion" now hurting their cause began using "Pro-Life" instead of "Anti-Abortion". What they did not realize that doing so, they actually submitted themselves to their opponent's agenda, and the result has been a polarity of public opinion benefitting "Pro-Choice" interests above "Pro-Life" intersts.

Other valid psychological concepts applied in perception management include creating pleasant moods to enhance critical thinking, and negative moods when it helps to hamper it (Baumann & Kuhl, 2002). Occasionally it benefits perception managers to place one image before a consumer while they hear something different (Tiippana, Andersen& Sams, 2004), which makes them more amenable to a message they might otherwise reject. Even leading a consumer's gaze where desired can affect their openness to a way of thinking. (Urry, 2010)

All of these things, and more, need inclusion when planning perception management strategies as part of risk management. Keeping your eyes open for how constantly it goes on around you can also help your own perception of how to apply it. In election years it is particularly prominent, so continual a part of the process that one of Gov. Mitt Romney's spokespeople let it slip referring to resetting the "Etch a Sketch" after the Republican primary. It is so important that the election's outcome could be indicated by whether "Romney Hood" or "Obamaloney" becomes a more commonly used term -- talk about semantic infiltration.
