France to help Syria's "liberated zones"

NEW YORK (Reuters) - France plans to channel aid to rebel-held parts of Syria so that these "liberated zones" can administer themselves and staunch an outflow of refugees, Foreign Minister Laurent Fabius said.

He said France and Turkey had identified areas in the north and south that had escaped President Bashar al-Assad's control, creating a chance for local communities to govern themselves without feeling they had to flee to neighboring countries.

"Maybe in these liberated zones Syrians who want to flee the regime will find refuge which in turn makes it less necessary to cross the border whether in Turkey, Lebanon, Jordan or Iraq," Fabius said after a U.N. Security Council meeting in New York on Thursday.

However, civilians in rebel-held parts of Syria have suffered frequent deadly air strikes from Assad's forces.

It was not clear how Fabius's promise to allocate much of its future 5 million euros ($6.25 million) aid for Syria to these areas would protect civilians and deter them from fleeing.

"What we can see is that the opposition has taken strong positions in liberated zones in the north and south," Fabius said. "Those resisting who have taken control of certain zones and municipalities need to administer these areas."

Credible protection for "liberated" areas would require no-fly zones patrolled by foreign aircraft, but there is no chance of securing a U.N. Security Council mandate for such action, given opposition from veto-wielding members Russia and China.

Western powers have also said they will not supply weapons to lightly-armed Syrian rebels, who have few answers to attacks by Assad's combat planes and helicopter gunships.

After the council meeting to discuss the humanitarian crisis ravaging Syria after 17 months of conflict, Western powers said military action to secure safe zones was still an option.

But they have shown little appetite for sending warplanes to Syria to protect safe havens or mount the kind of NATO bombing that helped Libyan rebels topple Muammar Gaddafi last year.

Up to 300,000 Syrians have fled the country, while many more are displaced inside, humanitarian agencies say.

Turkey, which has called for buffer zones to be created, now hosts more than 80,000 Syrian refugees and the U.N. refugee agency says the eventual figure could reach 200,000.

The United Nations questioned the idea of buffer zones. "Bitter experience has shown that it is rarely possible to provide effective protection and security in such areas," said U.N. High Commissioner for Refugees Ant?nio Guterres.

Fabius said more help must be given to rebel-held areas.

"We need to help them financially, administratively, sanitarily and in terms of equipment. We are helping them directly as is Turkey," the foreign minister said.

Paris and Ankara were working to identify individuals in these zones who could be part of a future Syrian authority.

"In the Syria of the future, these people will play an important role because they have emerged out of the conflict and they have the trust of the population," Fabius said.

State Department spokeswoman Victoria Nuland said earlier this week that the United States had started programmes for administrators in territories outside Assad's control.

"We have been working with them on issues of civil administration, human rights training, the kinds of things that they might need from the international community as they begin to rebuild their towns," she said.

Nuland said the training involved programmes outside Syria for those able to leave the country and "pretty extensive contacts" with those unable to leave.

"They are asking for help in how to budget, they are asking for help in how to keep utilities running, how to ensure that the institutions of the state that provide services to the population come back up and running," she said.

The United Nations says nearly 20,000 people have been killed in Syria since the uprising against Assad began in March, 2011. Syrian opposition groups put the death toll far higher.

Protect your Hardwood Floors from Furniture Weight











When hardwood floors are newly installed, they look lustrous and elegant. They are so shiny that you feel like not walking on them as they may get damaged. Hardwood floors are quite durable and that is why they are meant to increase a property value. Given the fact that hardwood floors last really long, pressure of heavy furniture, exposure to moisture and walking on them with high heels can damage the quality of this type of flooring. However, there are certain things that you can do to protect your precious hardwood flooring from these damaging probabilities especially from furniture weight.

There are several products available for hardwood protection from furniture weight. For example, you can use furniture pads that are cork or felt pads. Place these pads on the furniture legs to reduce the pressure of the heavy furniture from your hardwood floor and thereby, prevent denting. Different furniture comes in varied sizes and weight. Therefore, the size of the furniture pad should differ with the size as well as the heaviness of the furniture.

You should be careful while moving the furniture. Hurrying while moving the furniture from one place to another can cause scratches on the hardwood floor easily. It is better to use a trolley, felt pads or a piece of plywood to protect the floor when you are moving furniture. You should take care of one thing always in this respect and that is to avoid sliding the furniture. Instead pick it up and move it. You may require help from others for this job, so do not feel shy to ask for help if you want to protect your valuable hardwood flooring. Also check that the furniture is moved properly during deliveries or when you are using movers.

You can visit a home improvement store to purchase area rugs that come with padding. Apart from adding a fine contrast to your room, area rugs also add padding between the weight of the furniture and the floor. Mexico's electoral court set to confirm Pena Nieto victory

MEXICO CITY (Reuters) - Mexico's electoral court is poised to confirm President-elect Enrique Pena Nieto's victory in the July 1 ballot, despite allegations of vote buying and money laundering during the campaign, electoral officials and legal experts said.

Leftist runner-up Andres Manuel Lopez Obrador, who lost the presidential election by 3.3 million votes, challenged the result, alleging that Pena Nieto's party used slush funds to buy votes and breached spending limits.

Lopez Obrador demanded that the electoral court void the result and the suit has left Mexico in political limbo for weeks, denying Pena Nieto a head start in building consensus on economic reforms in Congress, where his centrist Institutional Revolutionary Party (PRI) failed to win enough seats for an outright majority.

Electoral officials have told Reuters privately they do not expect Pena Nieto's win to be overturned.

The court has until September 6 to rule on Lopez Obrador's charges, although court workers say a decision could come as soon as this week before the new Congress convenes on Saturday.

Lopez Obrador has accused the PRI of buying some 5 million votes, and has publicly presented receipts and tax documents to allege that the PRI used shell companies to fund the fraud.

Urban voters were showered with supermarket gift cards and mobile phone minutes while rural voters were plied with presents of fertilizer, cement and livestock, Lopez Obrador said.

Pena Nieto, who is due to take office on December 1, has rejected the claims, which election experts say are nearly impossible to prove unless someone is caught in the act.

Showing that a party handed out gifts does not prove that they coerced voters into casting a ballot for them, they noted. Parties can distribute gifts as part of their propaganda.

Legal experts are adamant that Lopez Obrador, who also unsuccessfully challenged the result of the 2006 presidential election, which he lost by less than one percentage point, has failed to prove that irregularities occurred on a big enough scale to justify throwing out the result.

"The issue is if it altered the general will, and what we have here are isolated cases," said Jose Vargas, the former top prosecutor for electoral crimes in Mexico.

TURNOUT BOOST

The accusations revived memories of vote-rigging and corruption when the PRI ruled Mexico between 1929 and 2000. The PRI won a return to power partly thanks to higher support among the poor, who critics say are a soft target for vote-buying.

In the poorest towns of Chiapas, Mexico's most impoverished and southernmost state, the PRI's coalition partner, the Green Party, was accused of orchestrating the drive to buy votes.

In the poor mountain village of Santiago el Pinar, the Greens won the local elections held on July 1 even though they had never received a single vote there before.

"The night before the election, they came in offering people money. That is how they won," said Lorenzo Gomez, a local resident.

The Greens deny the accusations.

Turnout was unusually strong in Chiapas during the election, surging 18 percentage points from the 2006 contest. In Santiago el Pinar, 93 percent of registered locals took part in the vote, about 30 points higher than the nationwide figure.

Chiapas was among the states Lopez Obrador said had suffered the worst voter fraud by the PRI and its allies. But experts say he has not presented enough evidence to make his case stick.

"The evidence is really weak," said Luis Ugalde, who led the Federal Electoral Institute in 2006. He, like many analysts, say Lopez Obrador is trying to distract from the loss and defend his position as the leader of Mexico's political left.

LOW QUALITY DEMOCRACY

Still, analysts agree that the allegations underscore Mexico's slow political development, where few officials are convicted, or even face charges, in corruption scandals.

"We have a low-quality democracy," Ugalde said. "Political impunity continues to be the same as before."

President Felipe Calderon's National Action Party (PAN) has also said there were signs the PRI used suspect funds and bought votes, but it has not demanded that judges invalidate the election. Instead, they are calling for electoral reform.

Luis Alberto Villareal, the PAN leader in Mexico's lower house, said that his party would push legislation that would make breaking campaign spending limits grounds for annulling an election.

Both Lopez Obrador and the PAN have alleged the PRI spent between 4 billion and 5 billion pesos (around $300 million to $380 million) -- or about 13 times the legal limit -- on the presidential campaign.

Parties are often accused of securing funds via illegal private donations and siphoning funds from local governments. While the federal government has improved transparency, state and local finances remain opaque and corruption is widespread.

The problems are aggravated by weak legal provisions to prosecute alleged financial crimes, said Edgardo Buscaglia, an expert on money laundering at Columbia University in New York.

"Electoral violations are obscene (but) there is no institutional framework to detect before or after the election what is really going on," he said. "There is no way to find out, judicially speaking, where the money comes from."

The PRI was long dogged by accusations of vote-buying and corruption during its decades-long grip on power.

In 2000, officials were accused of funneling over $100 million from state oil firm Pemex to fund the PRI's unsuccessful presidential bid. Electoral authorities fined the PRI but prosecutors failed to convict officials linked to the crime.

Lopez Obrador's allies have been accused of using similar tactics. In 2004, a close aide of Lopez Obrador was caught on camera stuffing wads of cash into a suitcase.

Under current law, Lopez Obrador's charges of overspending are likely to only result in fines for the PRI, experts said.

Pena Nieto himself has sought to dispel doubts about his probity by pushing anti-corruption reform plans to the top of his agenda. He is promising to extend transparency laws to the state and local level after he takes office. ($1 = 13.1865 Mexican pesos)

The image, which displays a page hiding deep within Verizon's internal system, offers the first confirmation of the ZTE V66 tablet's destiny: it shall ride onto Big Red's LTE network as the Verizon Turbine 7.0. We guess the latter name is the catchier of the two. Few other details are known at this point -- hence, the incredibly bare product page -- but the tablet was originally rumored to sport a 7-inch (1,280 x 800) display, a 1.2GHz dual-core processor, 1GB of RAM and a 4,000mAh battery. Slow-cooker pulled pork (and my slap-dash barbeque sauce) | Chilli ...

I?m a massive fan of meat. Every which way: oven-roasted, pan-seared, slow-cooked, fast-cooked, rare-bloody-gorgeousness and blackened charred sticky edges. Mostly, I like my meat barbequed.

On my quest for the perfect?barbequed meat feast, I paid a visit to London?s most popular barbeque joint,?Pitt Cue Co in Soho a week ago and inhaled the most succulent pulled pork I?d ever tasted.

So, I decided to have a go at?some pulled pork in my own kitchen, but approached my?recipe from a different angle ? by firing up my trusty slow-cooker?

Before I embarked on my great homemade pulled pork adventure, I researched various slow-cooker pulled pork recipes online and realised that the best approach was by ?feel?, and a top-notch homemade barbeque sauce. The best homemade barbeque sauce follows the principle of balancing salty, sweet, sharp and spice, so I gathered my arsenal of pantry sauces ? worstershire sauce, Firkin hot sauce, honey, tomato paste, garlic salt, red wine vinegar, dijon mustard, cumin powder and balsamic vinegar.

I popped to Waitrose and picked up a boneless pork loin roast (discounted by 50%, as my luck would have it!), chopped a big brown onion into chunky slices to line the bottom of the slow-cooker, and threw the pork in with 1.5 litres of chicken stock and a hefty glug of worstershire sauce.

I left the pork to sit and slowly melt in the slow-cooker for nine hours, before pulling the beast out, trimming away the fat and rind, then pulling the pork with two forks until shredded. I reserved a little of the stock to the side, emptied the rest from the slow-cooker and added the pulled pork back in.

Now for the fun part. I mixed the various sauces until I got the consistency of a thick barbeque sauce, about two cups worth. I have no idea of the actual quantities, I just balanced the flavours as I went. More salty, more sweet, more sharp, more spice until it was just right.

I stirred the sauce into the pulled pork little-by-little until I got a good coverage of the meat, then added a little ladle of the stock to loosen everything up. I left it to stew for a further two hours on a very low heat and the end result was outstanding.

Pulled pork isn?t right without a sharp and creamy slaw to serve on the side. Again, I didn?t follow any particular recipe, just finely sliced half a fresh red cabbage, grated two big carrots, two tart green apples with the skin on, and a brown onion into a salad bowl, stirring through some salad cream, the juice of two limes and plenty of black pepper. Ta-da! Red cabbage and apple slaw.

Eat this pork piled high on a soft burger bun with plenty of red cabbage?and apple?slaw and a side of little green pickles. You?ll have tons left over, so stash it in the fridge and spoon it fridge-cold onto hot buttered toast for breakfast. Yum.

Surviving Germany: Healthy Diet vs Eating Local

One of the things I love about Germany is healthy foods can be found everywhere with many options and competitive price with the ?sinful? ones.? What I mean by healthy foods are like organic foods or low calorie/ less sugar foods.? In Indonesia, these foods can only be found in big cities and the prices are generally expensive.

In the place where I worked before going to Germany, Berau, like other places in Indonesia, there are so many tasty sinful foods.? Most of the foods are fried or with coconut milk or consists of internal organs.? Yummy!? I really loved it.? But then I had to face the awful truth, my cholesterol level is higher than expected.? I am now in a yellow zone of cholesterol level!!!

So, having the wake-up call, I have to be more serious in taking care of myself, and I am grateful that I am in Germany now.? I can really stop my poor eating habit and start something new.? I start eating salad mainly and leave the fried stuffs.? I also don?t eat anything from flour except if it?s a whole-wheat product.? I drink low fat milk and adding my green tea consumption.

To add more value on what I eat, I also look for organic foods.? Organic foods not only good for my health but also for the environment.? But then there?s also a twist for this option.? As an environmentalist, one of the trends now is eating local which means eating food from local ground and not imported from other places.? Because imported foods mean consuming much fuel for the transportation.? And this is the ?problem? with foods in Germany.? A lot of (if it?s not most of) the foods are imported.? For example this banana, it?s imported from Costa Rica!? The salmons are mostly from Norway.? So I don?t know if it?s still considered as healthy foods cause most likely there?s preservative in it?

And if I want to be a good environmentalist, eating local food, probably I have to eat Kartoffelsalat every day!? Ooowwhhh? why healthy doesn?t mean tasty? L
